[SMM Hydrogen Policy Update] MIIT: Notice on Issuing the 2025 Key Products and Processes "One-Stop" Application Plan Directions

On December 25, the Ministry of Industry and Information Technology issued the 2025 Key Products and Processes "One-Stop" Application Plan (MIIT Office Regulation Letter [2025] No. 540), focusing on industrial foundation reengineering and advanced technology promotion. Three core directions precisely align with the development needs of the hydrogen energy industry, prioritizing industrial substitution, energy storage, and unmanned aerial vehicle applications. The plan aims to use application demand to drive hydrogen energy technology innovation and large-scale deployment, providing strong policy support for industrial green transformation, energy structure optimization, and hydrogen energy industry upgrading.

  1. Industrial Boiler Coal Substitution Technology (Serial No. 75): This focuses on promoting clean and low-carbon energy sources like hydrogen to replace traditional coal in industrial boilers, addressing the needs for energy saving and carbon reduction in this sector. It aims to accelerate the application of hydrogen energy in industries such as refining, metallurgy, and chemicals. Hydrogen energy is already being demonstrated for industrial substitution in many regions. With the advancement of this direction, hydrogen's industrial application scenarios will further expand, aiding deep decarbonization in the industrial sector.
  2. Key Technologies for Industrial Green Microgrids (Serial No. 66): This addresses the need for stable microgrid operation, supporting the integration of hydrogen energy storage technology into the construction of industrial green microgrids. Key Electronic Information Technologies for Unmanned Aerial Vehicles (Serial No. 76): This focuses on the technological upgrade needs of UAVs, aiming for breakthroughs in core supporting electronic information technologies to empower hydrogen-powered UAVs. Hydrogen-powered UAVs, with advantages such as long driving range and high payload, have already been demonstrated in scenarios like logistics transport, emergency response, and power line inspection. Upgrades in related electronic information technologies will further enhance their reliability and scenario adaptability.
